Dragos Vingarzan

Dragos Vingarzan is a senior researcher in the field of Next Generation Networks, at the Fraunhofer Open Communication Systems (FOKUS) Research Institute in Berlin, Germany. He has obtained in 2004 his Diploma Thesis in Computer Engineering from the “Politehnica” University of Bucharest. Since 2005, he has been an active software designer, developer and active lead developer of several Open Source and NGN projects, like the Open Source IMS Core (www.openimscore.org). Since 2008, he is acting as Project Manager and continues the NGN research with the establishment, core platform design and development of the OpenEPC project (www.openepc.net). Dragos, besides his R&D work at the institute in numerous industry relevant projects, is also active in the ETSI standardization processes, being actively involved in the development of several Technical Specifications in the area of IMS/NGN performance evaluations as well as IMS and EPC interoperability. Through the experience gained during prototyping and deployment numerous NGN testbeds with telecommunication operators, vendors in the industry, as well as for the academia on a broad international testbeds with universities, he has published numerous papers in the field and is currently working towards finalizing his PhD work on the topic of Open Source as a bridge between the Telco and Internet worlds.
